Boundary Analysis: CSA Planning Principal Jay Harland
was project manager for the Rogue Valley Transportation District
boundary study funded by ODOT TGM. CSA and REMI Northwest analyzed data,
created detailed maps and
built models for exploring new boundary scenarios and costs.
The result was a final document made up
of an executive summary, 10 technical memos and 30 maps. The
technical work was reviewed by 20 people serving on the Technical Advisory
and
Citizen Advisory committees, as well as RVTD administrators
and board members. The project culminated in an Open House
June 9 at the Central Library in downtown Medford. Click below for

CSA Planning has long-standing
working relationships with transportation engineers around
the state of Oregon. CSA and transportation engineering
firms collaborate on development and public projects to
integrate land use planning, transportation planning
components, transportation engineering design elements and
facility financing schemes to create projects that satisfy
Oregon transportation planning requirements and result in
projects and plans that work.

During his tenure with Jackson County Roads, CSA Planning
Principal
Jay Harland was project manager and policy
analyst for the Jackson County Transportation System Plan
adopted by the Board of Commissioners on March 15, 2005.
The Jackson County Roads team worked with Kittelson &
Associates to create a transportation project list with
revenue forecasting for a 20-year period. The team
synthesized the analysis into the transportation system
plan, which fused the county’s projected transportation
growth with regional and state forecasts. The TSP provided
a forecast and growth plan for the county’s 1,006 miles of
roadway,
bicycle
and pedestrian traffic,
public
transportation air and rail service and pipeline routes.
Mr.
Harland worked closely with transportation engineers and
planners for the regional transportation system, helping to
mesh the region’s growth plans. He coordinated work and
communicated with leaders from the Rogue Valley Council of
Government, the Metropolitan Planning Organization, Rogue
Valley Transportation District, Medford, Central Point,
Phoenix and the unincorporated area of White City.

CSA
Planning managed the project for ODOT’s safety rest area
and welcome center near milepost 12 on Interstate 5
about 500 feet south of the Ashland Urban Growth Boundary.
CSA Planning’s work involved detailed technical analysis,
coordination with local and state officials and outreach to
neighboring property owners. CSA Planning prepared findings
of fact and conclusions of law and provided extensive public
hearing advocacy. The findings presented a legal basis for
permitting a safety rest area in an exclusive farm use
zoning district. This was accomplished by amending the
Jackson County Comprehensive Plan through the goal exception
process. Jackson County Board of Commissioners approved the
rest area, a connection to a sewer line and construction of
an access road to serve the rest area.
