Foster
Foster has
been the greeter at CSA Planning, Ltd., for the
past nine years. He welcomes clients when they walk in the
front door and officially greets the staff every morning.
He's
been coming to work with the owners since he was a puppy. Born in Central Point and raised in Medford, Foster will do
anything for a cookie. A highlight of his work at CSA
Planning is taking the staff for a morning walk through the Vista Point neighborhood.
He sometimes makes noises when he naps, maybe chasing
rabbits or outsmarting cougars in his dreams. His hobbies include diving for
rocks in the river, sleeping and coaxing his people into
giving him a treat. |

Craig
Stone, President
Mr. Stone
is the president and founder of the firm. He has 28 years'
experience providing urban planning and consulting services
for more than 2,000 public and private large-scale
development projects. Mr. Stone has experience managing
complex entitlement projects that often include special
studies, the preparation of quasi-judicial findings of fact
and conclusions of law, and hearing advocacy. He holds a
bachelor’s degree in city and regional planning from
California State Polytechnic University in San Luis Obispo.
He is the incoming chairman of the Chamber of
Medford/Jackson County board, serves on the Medford Parks
Foundation board and the Rogue Valley Area Commission on
Transportation and is a board member for the Klamath Basin
Rangeland Trust. He serves on the Mayor’s Carnegie Library
committee, is a past president of Rotary Club of
Medford-Rogue and served on the Rogue Valley Foundation
board of directors. Born in Bethesda, Maryland and raised in
Providence, Rhode Island, Mr. Stone has lived in Providence,
Rhode Island, San Francisco, San Diego and Los Alamitos,
California. Mr. Stone brings a range of experiences to the
land-use planning profession: from owning a house painting
and light construction business to serving as principal
planner for Jackson County Planning. He started Craig A.
Stone, Planning Consultant in 1980, incorporated into Craig
A. Stone & Associates, Ltd. In 1981 and became CSA Planning
Ltd in 2007. He has been married to Deborah for 39 years.
They have two children and 3 ˝ grandchildren. He enjoys fly
fishing, bonsai, painting and motorcycles. |

Raul Woerner, Principal
Mr.
Woerner joined CSA Planning in 2004 as a partner and is the
general manager of land use planning and consulting. He
brings extensive experience and insights to each project
from his work as a senior planner for Jackson County and his
years managing businesses in California, Nevada and Arizona.
Raul assists private and public sector clients with defining
and developing their projects. Mr. Woerner has extensive
expertise in coordinating the multitude of agencies involved
in the design review and permitting of complex projects in
Oregon. Mr. Woerner's business management background also
serves clients with valuable insights into the financial
challenges often associated with complex land development
projects. He holds a bachelor's degree in Economics from the
University of Oregon. He was a US Army quartermaster in the
7th Infantry Division of the 15th FA in Fort Ord,
California. Born in Dorado, Puerto Rico, Mr. Woerner has
lived in Washington, Oregon, Texas, South Carolina,
California, Arizona and Nevada. He’s a member of the
facility planning committee for Medford First United
Methodist Church, is program director for the Medford Rotary
Foundation and serves on the land use action committee for
the Jackson County Chamber of Commerce. |

Jay Harland, Principal
Mr. Harland joined
CSA Planning in 2004 as a principal planner. He has
extensive experience in public and private sector land use
and transportation planning and an in-depth knowledge of the
public review process. Mr. Harland provides solid technical
and practical management for a wide variety of land use and
transportation projects. He develops and writes findings of
fact and conclusions of law for land use entitlement
applications. Mr. Harland has experience with long-range
planning projects that often involve complex land use,
public facilities and statistical research and analyses. Mr.
Harland is proficient in technical analyses that involve
statistical and mathematical models. Before CSA Planning,
Mr. Harland worked as a transportation planner and managed
development and adoption of the Jackson County
Transportation System Plan. Mr. Harland holds an
undergraduate degree in Philosophy and a Master's degree in
Geography from the University of Montana. An avid skier, Mr.
Harland was born and raised in Bozeman, Montana and has been
a coach for the Mount Ashland Racing Association. He is
president of the Rogue Valley Foundation for the
Chamber of Medford Jackson County. He and his wife, Elysia,
race an Ultimate 20 boat with the Rogue Yacht Club. |

Debbie
Stone, CFO Debbie Stone is chief financial officer of CSA Planning Ltd.
She’s been intimately familiar with the needs of project
budgeting since joining the firm of Craig Stone and
Associates in 1998. Before joining the firm, she owned a
bookkeeping service for 10 years which specialized in
bankruptcy records investigation for a federal trustee. For
14 years, she owned and operated a Baskin Robbins franchise.
Her years owning and operating businesses taught her to be
an efficient problem solver and fiscally conservative. Her
experience as an entrepreneur enables her to readily
identify with the needs of our clients. She also serves as
human resources director and manages the company’s financial
portfolio. Debbie is married to CSA founder Craig Stone.
They have two daughters and three grandchildren. She enjoys
hiking, traveling and spending time with family.

Bev Thruston, AIA Bev
Thruston is an associate planner with more than 20 years of
architectural experience in the Rogue Valley, San
Francisco and New York City. Bev brings an expertise in site
design as she manages complicated land-use and development
projects. While in San Francisco,
Bev developed and coordinated 14 projects for the Piedmont
School District. The two-year project involved the
renovation and expansion of five schools and an athletic
field complex. Beverly was a partner for eight years in Thruston
Design Group in Alameda, California. A highlight was creating Middle Harbor Shoreline Park, a
reuse of the Naval Supply Center in Oakland, where troops
were shipped out during the Korean and Vietnam Wars. The
controversial project involved extensive public outreach to
the Oakland community and Bev was influential in working to
develop cooperation between the local community
and the Oakland Port Authority. (Bay
Area Water Front) In New York City, Bev
helped restore a
1900s-era brick warehouse for the Luhring Augustine
Gallery (Augustine
Gallery). Born in Berkeley and
raised in the Bay area, Bev has lived in Michigan,
Colorado and Mississippi. She earned a master’s degree in
social science with a focus on research and urban planning
from Chico State University. She holds a bachelor’s degree in
architecture from Pratt Institute. Bev
and her architect husband David have two daughters. |

Michael Savage Michael
Savage is an associate planner with a specialty in GIS
land-use analysis and cartography. He has expertise in
tackling major spatial and geo-database projects. Before
he came to CSA, Mike was a ten-year member with Jackson
County Planning and Development, working as a land-use
planner, GIS programmer analyst and permit-tracking
system administrator. Highlights of his tenure include
development work with the award-winning, web-based
planning and assessment program called “Front
Counter Application.”
He also provided critical work on the White City Buildable
Lands Analysis and Major Rezone and helped update the county’s
Destination Resort Element and Maps and the 2004
Land Development Ordinance and Comp Plan. He
developed a great number of GIS tools for the Planning,
Building, and Sanitation Divisions. He brings to the
land use planning and development profession a range of
experience, including working as a recreation specialist
and biologist assistant for the Klamath National Forest.
Mike holds a bachelor’s degree in geography from
Southern Oregon University. Born and raised near the
Blue Mountains in northeastern Oregon, Mike is an avid
outdoorsman. He is a member of the Rocky Mountain Elk
Foundation and enjoys hunting, hiking, riding ATVs and
working on his 80 acres. He and his wife Lucia have two
children.

Melissa Stiles Melissa Stiles is
an associate planner with more than 20 years’ experience in
professional writing, research, graphic design,
publications and website management. Before joining the CSA firm, she was project
coordinator for the planning of a
new high school
campus in Medford.
The project involved a complicated land exchange and
easement transfer with the National Parks Service. She was a
news reporter for 15 years for the Mail Tribune and the
(Portland) Oregonian, where she specialized in writing about
development projects in Southern Oregon and Northern
California. Melissa holds
a bachelor’s degree in journalism from the University of Oregon.
She worked on special projects for Bear Creek Church,
developing non-profit status for the mission agency Amazon
Salt and Light. She also volunteers at Cascade
Christian High
School and
enjoys hiking in the Southern Oregon Cascades with family
and friends. She and husband Greg have been married 25 years
and have a son, Marty, and a daughter, Sophie. |

Lori
Hollis
Lori Hollis is Office Manager at CSA Planning Ltd. She has
extensive experience managing the operation of professional
offices in both the public and private sectors. She is
knowledgeable about the needs of project budgeting. Lori
serves as the hub for project portfolios, taking the writing
and research work of planners and turning it into a
professional presentation. She has 22 years’ experience in
the real estate appraisal profession, working for Jackson
County’s Assessor’s Office, where she became knowledgeable
with the county mapping system. During her tenure with Roy
Wright Appraisal Service, she trained employees, proofread
and organized documents and photographed properties. Born in
Long Beach, California, and raised in Lynwood, California,
Lori has lived in the Rogue Valley since 1986. She has been
a SMART reader volunteer for nine years at Jackson
Elementary School. She is married to Eric and enjoys walking, camping and spending
time with family. |
